ICDPASO Invited to the Inauguration Ceremony of the CIETAC Xiong'an Sub-Commission and the Symposium on Enhancing Arbitration Credibility and Optimizing Business Environment

Xiong'an, February 28, 2026 - the China International Economic and Trade Arbitration Commission (CIETAC) Xiong'an Sub-Commission successfully held the “Inauguration Ceremony of the CIETAC Xiong'an Sub-Commission and the Symposium on Enhancing Arbitration Credibility and Optimizing Business Environment” at the Xiong’an Free Trade Building. The first event held was the inauguration ceremony for the office premises. Presided over by LV Yan, Deputy Director of CIETAC's Case Filing Department and Deputy Secretary-General of the Xiong'an Sub-Commission, the ceremony featured addresses by WANG Chengjie, Deputy Director and Secretary General of CIETAC; MEI Xinyang, Member of the Party Working Committee and Deputy Director of the Administrative Committee of Xiongan New Area; YUNA Yongjun, Party Leadership Group Secretary of CCPIT Hebei Council; and LIANG Hongjie, Deputy Director of the Hebei Provincial Department of Justice. During the keynote address segment, DU Xinli, Honorary Dean of the Arbitration Institute of China University of Political Science and Law and CIETAC arbitrator, delivered a thematic presentation on “Building Arbitration Credibility and Optimizing the Business Environment under the New Arbitration Law.” The dialogue session, moderated by LU Fei, Director of the Business Development Division of CIETAC and Secretary-General of the CIETAC European Arbitration Centre, featured: CAO Hongcheng, Assistant to General Manager of the Legal Risk Department of China Communications Construction and Arbitrator of CIETAC; SUN Baoguo, Minister of the Legal Department of CCPIT Hebei Province; Hu Haitao, Dean of Law School at Hebei University of Economics and Business; WU Yanjun, President of Circuit Court of Tianjin Maritime Court; and GAO Xiaoguang, Managing Partner of Party Branch of Grandall Law Firm (Shijiazhuang) and CIETAC Arbitrator, engaged in in-depth discussions on the topic. Finally, DUAN Lingguo, Vice President of the Hebei Lawyers Association and Deputy Supervisor of the Hebei Arbitration Association, delivered the closing remarks. Mr. Jason CHIA, Secretary-General of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), was invited to attend the ceremony and deliver a speech.


On behalf of ICDPASO, Secretary-General Mr. Jason CHIA extended warm congratulations on the inauguration of the new premises of CIETAC Xiong'an Sub-Commission. He stated that Xiong’an New Area, the “national project of millennial significance”, is accelerating its transformation from a blueprint into reality, and the development of a world-class international city is inseparable from a law-based and international business environment. An international commercial dispute resolution mechanism is the core competitiveness of a business environment and a key institutional underpinning for safeguarding investment security and attracting global resource allocation. The official inauguration of CIETAC Xiong'an Sub-Commission is not only an upgrade of service space, but also an important symbol of CIETAC’s in-depth service for the construction of Xiong’an and its efforts to boost the development of a law-based business environment in the new area.


Regarding future cooperation, Secretary-General Mr. Jason CHIA put forward four proposals: first, jointly build a new one-stop service ecosystem, focus on key fields such as major projects, cross-border investment and engineering construction, and create a full-cycle legal guarantee system; second, jointly promote the integration and innovation of international rules, take the implementation of the newly revised Arbitration Law as an opportunity to strengthen research and standard coordination; third, jointly consolidate the legal foundation of the business environment, and provide professional services such as compliance management and dispute prevention for central enterprises and foreign-invested enterprises; fourth, jointly build a bridge for international legal cooperation to attract more international legal service institutions and high-end talents to gather in Xiong’an.

More than 50 representatives from international organizations, arbitration institutions, universities, courts, law firms and enterprises attended the event.
