ICDPASO Open Day & Seminar Series - “Innovation and Prospect of Construction Dispute Review System” Successfully Held

Beijing, June 20, 2025-ICDPASO Open Day & Seminar Series on “Innovation and Prospect of Construction Dispute Review System” was successfully held in Beijing. The event was hosted by the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), co-sponsored by the China International Construction Association (CHINCA), and received special support from the Permanent Forum of China Construction Law (PFCCL) and ZENITH International Consulting (Beijing) Co., Ltd.

Mr. Jason CHIA, Secretary-General of ICDPASO, delivered a welcoming address to attendees. The seminar was moderated by Mr. ZHOU Liming, Chairman of the Brand Publicity Committee of PFCCL. Ms. LI Jia, Deputy General Counsel of China State Construction Overseas Development Co., Ltd., Mr. SUN Jianbo, General Manager of Zhongtian Decheng International Consulting (Beijing) Co., Ltd., Mr.LIU Pan, Deputy General Manager of United Construction Management (Beijing) Management Consulting Co., Ltd. , Ms. ZHANG Xiaoxia, Partner of Merits & Tree Law Offices, and Mr. ZHU Yongrui, Arbitrator of ICDPASO and Senior Partner of Beijing Dacheng Law Offices participated in the two panel discussions respectively. The panelists engaged in an insightful exchange regarding key issues related to the implementation of the construction dispute review system in China—specifically addressing the alignment of suitable projects and mechanisms, supporting policies, and potential for improvement pathways.

Mr. WANG Yiming, Deputy General Manager of China Energy International Group Co., Ltd., and Mr. CAI Weihua, Deputy General Counsel of China Railway Construction Investment Group Co., Ltd., provided constructive feedback on the guests’ viewpoints based on their respective industry practices.

The views-exchange session was moderated by Mr. TANG Lei, Senior Partner of AllBright’s Nanjing office. The experts had a heated exchange of views and in-depth discussions on the topics such as the feasibility of the implementation of construction dispute review system in China and whether to prioritize industry experts or legal professionals as arbitrators for construction disputes. The on-site participants actively interacted, expressing their views, supporting different expert camps and sharing their insights by raising cards.

At the close of the event, Mr. SUN Wei, Secretary-General of PFCCL, delivered a concluding speech.

The event explored in depth the development trend of the construction dispute review system and the reference of international experience, fully demonstrated the diversified development directions and the prospect for dispute resolution in construction, and provided valuable insights and practical experience for industry professionals.

During the lunch networking session, Mr. SUN Jianbo, General Manager of Zhongtian Decheng International Consulting (Beijing) Co., Ltd., and Ms.ZHANG Fang, Director of the Member and Training Department of CHINCA, delivered keynote speeches on expert witnesses and dispute mediation in the international construction engineering field,respectively.
