Secretary-General of ICDPASO Invited to Give a Lecture for the High-Quality Co-Construction of the Belt-and-Road Training Course

JIUJIANG CITY, JIANGXI PROVINCE, June 16-19, 2025 - the training course for private enterprises participating in the high-quality co-construction of the "the Belt and Road", sponsored by the All China Federation of Industry and Commerce, China Export and Credit Insurance Corporation and undertaken by the Jiangxi Federation of Industry and Commerce was held. Mr. Jason CHIA, Secretary-General of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), was invited to attend and give a lecture on “Prevention and Resolution of International Commercial Disputes.”
This training course was attended by more than 170 representatives from organizations, enterprises, institutions, and business associations from various provinces, autonomous regions, and municipalities directly under the central government. Mr. Jason CHIA, Secretary-General of ICDPASO, gave joint lectures with experts and scholars from the Ministry of Foreign Affairs of the People's Republic of China, the Ministry of Commerce of the People's Republic of China, University of International Relations, China-Base Ningbo Group Co., Ltd., China Export & Credit Insurance Corporation, Hong Kong Trade Development Council, China Public Diplomacy Association, Communication University of China and other units.
The topic of this lecture is "Prevention and Resolution of Commercial Disputes: Legal Risk Prevention of 'Going Global' under the Background ofthe Private Sector Promotion Law of the People's Republic of China". Secretary-General Mr. Jason CHIA shared with participating units the cutting-edge legal issues related to the “Going Global” of enterprises, including typical risks, typical cases of diversified dispute resolution such as good offices and consultation, ICDPASO's "one-stop" legal service experience, and ICDPASO's basic organizational situation. In recent years, private enterprises have faced many risks when participating“Going Global”. Among them, the risks of legal policy changes, labor and human resource management, environment and compliance, market access and trade barriers, and intellectual property and technology protection post the most urgent risks. The Private Sector Promotion Law of the People's Republic of China, passed by the National People's Congress on April 30, 2025, systematically supports the development of private economy in the form of special legislation for the first time. Its core provisions provide institutional guarantee for the international operation of private enterprises, and also put forward higher requirements for the compliance management and risk prevention and control of enterprises.
Meanwhile, the Secretary-General shared legal risks and response recommendations for private enterprises going global based on key areas where participating enterprises are expanding overseas. For Southeast Asia, specific risk prevention measures should be taken in modules such as tax compliance and transfer pricing risks, data protection and cyber-security requirements, labor law compliance, anti-corruption and business ethics compliance, and foreign investment access restrictions. Facing the African region, it is necessary to conduct in-depth investigations into the political environment of the host state, familiarize oneself with and gain comprehensive understanding of the laws and policies of the host state, respect the cultural customs of investment destinations, incorporate “stability clauses” to investment agreements, employ alternative dispute resolution methods, and emphasise on labour compliance and property rights verification, etc.
The Secretary-General’s lecture offered valuable insights for business entities formulating “Going Global” strategies, expertly integrating market opportunities within the Belt and Road framework with practical risk mitigation approaches. The content received universal acclaim and high praise from participating trainees.
