ICDPASO VisitedBeijing Fourth Intermediate People’s Court

BEIJING,Feb. 25, 2025 - Ms. SHEN Peilan, Secretary-General of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), led a delegation to the Beijing Fourth Intermediate People’s Court (the "Court"). The delegation engaged in discussions with Mr. SHAN Guojun, President of the Court; Mr. WANG Yuntao, Vice President; Mr. YANG Jindong, Standing Member of the Adjudication Committee; Mr. MA Jun, Chief Judge of the Beijing International Commercial Court; and Ms. ZHANG Qinyuan, Chief Judge of the Case-Filing Division. The two sides exchanged views on establishing a regular communication mechanism, enhancing the roles of arbitration, mediation, and adjudication in resolving foreign-related commercial disputes, advancing legal service platform development, talent cultivation, and other areas of cooperation.



During the visit, The Court offered guided tours of the Litigation Service Hall, courtrooms, the Beijing Court’s "One-Stop" Diversified International Commercial Dispute Resolution Center, and the Fourth Intermediate People’s Court’s thematic cultural exhibition. The delegation gained insights into the Court’s innovative reforms since its establishment and its modernization initiatives, including the integrated intelligent service system and bilingual trial proceedings.



At the symposium, Chief Judge MA Jun provided an overview of the Beijing International Commercial Court’s operations, while Chief Judge ZHANG Qinyuan elaborated on the functions of the "One-Stop" Dispute Resolution Center. Director JIA Shen introduced ICDPASO’s mission and activities. Both parties held in-depth discussions on future collaboration prospects.


Secretary-General SHEN Peilan stated that the Court has implemented a high-quality strategy for foreign-related commercial adjudication, focusing on the characteristics of its adjudicative functions and giving full play to its judicial role. This is an important manifestation of the achievements of judicial reform and has made significant contributions to the efficient and fair resolution of commercial disputes. ICDPASO expressed its respect for the Court's exemplary and benchmark mechanisms and practices, which have had a demonstrative effect in Beijing and across the country. Meanwhile, Secretary-General SHEN Peilan suggested that both sides deepen cooperation in following areas: litigation-mediation Coordination, litigation-arbitration Coordination, source governance of disputes, institutional innovation and rule alignment, talent cultivation and team building, and joint participation in international governance.



President SHAN Guojun affirmed ICDPASO’s contributions to advancing foreign-related legal work and highlighted broad opportunities for collaboration. These include co-developing foreign-related legal talent programs, improving extraterritorial law identification mechanisms, facilitating procedural convergence in commercial dispute resolution, strengthening foreign-related mediation and arbitration, conducting joint research, and organizing international conferences and events.
