ICDPASO Delegation Explores Support Measures for MSRCLD’s Newest Development

XIAMEN, Feb. 19, 2025 – The delegation from the International Commercial Dispute Prevention and Settlement Organization (ICDPASO) concluded a two-day Research Visit mission in Xiamen, Fujian province this week, advancing initiatives to strengthen legal frameworks for businesses along the Maritime Silk Road, and reinforcing ICDPASO’s commitment to promoting a law-based, market-driven, and international business environment.
Led by ICDPASO General Affairs Director JIA Shen and Xiamen Office Senior Consultant WU Shaoying, the mission focused on optimizing legal-commercial integration mechanisms within the Maritime Silk Road Central Legal District (MSRCLD). The agenda prioritizedpromoting dispute resolution services system and fostering cross-border legal cooperation.
Atthe China Council For The Promotion Of International Trade, Xiamen Sub-council (Xiamen CCPIT) , Director JIA convened strategic talks with President KE Biru to forge enhanced collaboration on the safeguarding international trade. They agreed to integrate resources and enhance collaborative efficiency to provide comprehensive and targeted legal protection for enterprises.

The delegation's itinerary included substantive dialogues at the Maritime Silk Road Arbitration Center of the China Maritime Arbitration Commission, both sides exchanged views on cooperation inTalent Pool building, talent cultivation, aviation logistics, and pioneering interim measures arbitration and dispute prevention protocols.

During the meeting with the Xiamen Free Trade Zone (XMFTZ) Administrative Committee, Deputy Director WENG Xiaolan presented the FTZ’s efforts in offering facilitative services and supporting commercial legal service institutions. Both parties had in-depth discussions on integrating international legal and commercial practices, enhancing dispute resolution capabilities, and aligning with international rules to boost Xiamen’s influence in international commercial law.
During the discussion with the Xiamen Arbitration Commission, Director JIA and Executive Deputy Director & Secretary-General ZHANG Yusheng of Xiamen Arbitration Commission emphasized the importance of elevating practitioner competencies in international arbitration best practices. They explored potential pathways for improvement and deliberated on measures to strengthen communication and cooperation in professional training. The goal is to boost the competitiveness of professionals in international arbitration and mediation along the MSRCLD.

At the Xiamen Leading Office of theMaritime Silk Road Central Legal District (MSRCLD), Director JIA and Deputy Director LIN Yingqin discussed future cooperation mechanisms. The office pledged to develop demand-driven legal mechanisms that empower enterprises navigating global expansion. They will align with market demands to jointly offer efficient legal services for globalizing enterprises, enhancing their international commercial case handling capacity.

Through field visits and research, the ICDPASO reached multiple consensuses with relevant institutions, including the Xiamen MSRCLD, on jointly discussing, sharing, and co-constructing measures to effectively serve market entities.
