2nd Singapore-China International Commercial Dispute Resolution Conference was Successfully Held

On 7 April 2022, the 2nd Singapore-China International Commercial Dispute Resolution Conference, co-hosted by the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), China Council for the Promotion of International Trade (CCPIT), and the Singapore Ministry of Law was successfully held. This conference is jointly organized by the Secretariat of ICDPASO, Secretariat of Maritime Silk Road Central Legal District (MSRCLD), CCPIT Xiamen Sub-Council, Department of Legal Affairs of CCPIT, and Maxwell Chambers of Singapore, with three venues in Xiamen and Beijing of China, and Singapore.

 

Edwin TONG SC, Minister for Culture, Community and Youth and Second Minister for Law of Singapore, LUO Dongchuan, Deputy Secretary of CPC Fujian Provincial Committee, Head of the Commission for Political and Legal Affairs of CPC Fujian Provincial Committee, and Head of MSRCLD Leading Group, LUI Tuck Yew, Singapore’s Ambassador to the People’s Republic of China, CUI Yonghui, Member of the Standing Committee of CPC Fujian Provincial Committee, Secretary of CPC Xiamen Municipal Committee, and Head of MSRCLD Xiamen Leading Group, and REN Hongbin, Secretary of CPC Party Leadership Group and Chairman of CCPIT addressed the conference at the opening ceremony.



On the theme “Development and Future of International Commercial Dispute Resolution”, this conference discussed the current development and prospects of international commercial dispute resolutions including litigation, arbitration and mediation, creating an important platform for China and Singapore to work together to better help enterprises in preventing and resolving commercial disputes and improving the alternative resolution mechanisms on international commercial disputes.

 

In the opening speech, Mr. Edwin TONG SC said that Singapore Ministry of Law will sign a memorandum of cooperation (MOC) with CCPIT for establishing the Singapore-China International Commercial Dispute Resolution Conference as a permanent conference, building a platform for international exchange and cooperation between the governments, legal personnel, enterprises and scholars of both Singapore and China. The two sides will also establish the Singapore-China Joint Dispute Resolution Mechanism Working Group Experts Team and gather the wisdom of legal experts from both countries to jointly build an efficient and innovative alternative resolution mechanism on international commercial disputes.

 

Mr. LUO Dongchuan said that the MSRCLD construction is now riding on the momentum, speeding up and increasing efficiency. He hoped that the relevant legal institutions in Singapore and the MSRCLD will further strengthen their cooperation, deepen and expand their communication, and achieve a win-win situation in the process of helping and learning from each other, and jointly building a first-class legal service district with international influence and a preferred place which will settle foreign-related commercial and maritime dispute resolutions, help both sides expand their investment and trade exchanges, and promote more fruitful cooperation.

 

In his speech, His Excellency LUI Tuck Yew introduced the close bilateral relationship between Singapore and China and talked about how to further strengthen cooperation between the two countries and create a good and stable doing business environment for enterprises in Singapore and China. He also noted that the forum was a useful platform for judges, commercial community and legal experts of China and Singapore to interact with each other and enhance understanding.

 

Mr. CUI Yonghui said that Xiamen will thoroughly study and implement the important spirit of the congratulatory letter from Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, on the 40th anniversary of the establishment of the Xiamen Special Economic Zone. In accordance with the deployment requirements of CPC Fujian Provincial Committee and Fujian Provincial  People's Government, Xiamen will keep in mind the mission of the Special Economic Zone, accelerate the construction of the MSRCLD, and strive to build a legal gathering with international influence and a preferred place for foreign-related commercial and maritime dispute resolution, and pragmatically promote international cooperation and mutual benefit.

 


Mr. REN Hongbin stressed that the improvement of diversified dispute resolution mechanism and proper resolution of international commercial disputes is an important guarantee for the equal protection of the legitimate rights and interests of enterprises, and an important channel for deepening cooperation and win-win development. China and Singapore should persevere in keeping pace with the times and promoting innovative development of international commercial dispute resolution, persevere in interconnection and interoperability to achieve synergistic development of international commercial legal cooperation, and persevere in partnership to support the development of economic globalization.

A number of signing and launching ceremonies were also conducted at the conference which include the MOC signing between CCPIT and Singapore Ministry of Law, the Announcement of members of Singapore-China Joint Dispute Resolution Mechanism Working Group Experts Team, and a Tri-party MOC signing between the MSRCLD Xiamen Leading Group Office, Department of Legal Affairs of CCPIT, and Secretariat of ICDPASO. The conference was held in a combination of virtual and physical formats, with over 100 guests including government officials, experts, scholars and entrepreneurs from China and Singapore attending in person. About 2 million viewers around the world watched the conference simultaneously through live streaming platforms such as Xinhua Silk Road and the Cloud Platform of MSRCLD.
