The Law Forum on Global Central Legal Services Districts Construction and Doing Business Environment Optimization Was Successfully Held

On November 7, 2021, the Law Forum on Global Central Legal Services Districts Construction and Doing Business Environment Optimization, hosted by International Commercial Dispute Prevention and Settlement Organization (ICDPASO) and China Council for the Promotion of International Trade (CCPIT) was successfully held at the National Exhibition and Convention Center (Shanghai). The forum was jointly organized by the Secretariat of ICDPASO, Tianfu Central Legal Services District of Sichuan Province, Maritime Silk Road Central Legal District of Fujian Province, Minhang District People's Government of Shanghai Municipality and the Department of Legal Affairs of CCPIT. LUO Dongchuan, Vice Secretary of the CPC Fujian Provincial Committee, Secretary of Political and Legal Committee of the CPC Fujian Provincial Committee, CHEN Jing, Vice Director of the Standing Committee of Shanghai Municipal People's Congress, DENG Yong, Member of the Standing Committee of the CPC Sichuan Provincial Committee, Secretary of Political and Legal Committee of the CPC Sichuan Provincial Committee, Head of the Construction Leading Group of Tianfu Central Legal Services District of Sichuan Province, and LU Pengqi, Vice Chairman and Member of the CPC Leadership Group of CCPIT delivered speeches at the opening ceremony of the forum.

ZHOU Hanmin, Standing Committee Member of Chinese People’s  Political Consultative Conference, Vice Chairman of China National Democratic Construction Association, President of Shanghai Institute of Socialism, HUANG Jin, President of China Society of International Law (Member of ICDPASO Council), President of China Society of Private International Law (Member of ICDPASO Supervisory Committee), Professor of Academy for the Rule of Law of China University of Political Science and Law (Member of ICDPASO Advisory Committee) and former President of China University of Political Science and Law attended the forum and deliver keynote speeches. Calvin Phua, Deputy Secretary of Ministry of Law of Singapore, Teresa Cheng, the Secretary for Justice of Hong Kong Special Administrative Region of China, Stephen Perry, Chairman of the 48 Group Club (Member of ICDPASO Council), owner of the China Reform Friendship Medal delivered their speeches by video.

The forum reached a broad consensus and announced Joint Declaration on the Construction of the Global Central Legal Services Districts, LIU Xiaohong, President of Shanghai University of Political Science and Law, LEI Xuejie, Member of the CPC Leadership Group and Vice Chairman of CCPIT Sichuan Council, WU Shaoying, Member of the Political and Legal Committee of the CPC Xiamen Municipal Committee, Vice President of Xiamen Law Society, respectively read the declaration as representatives of the legal profession, the business community and the central legal services districts. Experts at the meeting unanimously agreed that this Forum was a favorable platform for promoting the mutual development of the global legal services districts, thus proposed to build the forum a permanent one.

LIU Chao, Director General of the Department of Legal Affairs of CCPIT, Secretary General of ICDPASO, LIU Xiaohong, Deputy Secretary of the CPC Committee and President of Shanghai University of Political Science and Law, President of Shanghai Arbitration Commission, Member for the Supreme Court International Commercial Expert, and SHU Huan, Deputy Director General of Department of Legal Affairs of CCPIT successively presided over the Opening, Keynote Speeches, and Declaration Announcing  sessions.

For thoroughly and pragmatically discuss the theme, a preparatory meeting was held on the afternoon of November 6. HUANG Jin, President of China Society of International Law (Member of ICDPASO Council), President of China Society of Private International Law (Member of ICDPASO Supervisory Committee), Professor of Academy for the Rule of Law of China University of Political Science and Law (Member of ICDPASO Advisory Committee) and former President of China University of Political Science and Law attended the meeting and delivered a speech.

LEI Xuejie, Member of the CPC Leadership Group and Vice Chairman of CCPIT Sichuan Council, WU Shaoying, Member of the Political and Legal Committee of the CPC Xiamen Municipal Committee, Vice President of Xiamen Law Society, ZHANG Jun, Secretary of the CPC Committee and Director General of the Bureau of Judicial of Minhang District, Shanghai, Sundra Rajoo, Founding President of Asian Institute of Alternate Dispute Resolution (Member of ICDPASO Advisory Committee), former Deputy Chairman of FIFA Adjudicatory Chamber, Michael David Kuper SC, President of Arbitration Foundation of Southern Africa (Member of ICDPASO Council), former Chairman of the Johannesburg Bar, and Roy (Ruoweng) LIU, Partner and Chair of Hughes Hubbard's Greater China practice group exchanged their experiences on the construction of global central legal services districts by means of in person presentation, online speeches and video messages.

The forum was broadcast live globally through media platforms including Xinhua Silk Road and National Business Daily of China, and more than 1,000,000 viewers from around the world watched the forum on-site and online simultaneously.

ICDPASO will continue to uphold the principle of consultation and cooperation for shared benefits, advocate all parties to put minds together and pool strengths with a unity of purpose, advance the construction of global central legal services districts to go deepening and substantiating, and gradually form a high-level legal services ecosystem, contributing to building a fair, transparent, efficient, and law-based business environment, and promoting the development of global legal governance system and a better world.
